Little brother is watching you!

Did this happen years ago in another country?
From the Sun newspaper, KIDS as young as eight are being paid to spy on neighbors by councils. The “environmental volunteers” are among 5,000 residents paid up to 500 UK pounds to spot trivial offences like dropping litter and 'bin crimes.' The Taxpayers’’ Alliance called the use of children “sinister”. But the Local Government Association said: “It helps councils cut crime.”

I can think of at least twice children have been used to spy on their neighbors by governments and both times it was not a good thing
